Web developing is a broad thing. Basically developing websites for internet is known as web developing. But this can not describe the full function of web developing. Sometimes you need to develop a desktop based website. This will only be used in INTRANET. INTRANET means local server that can access from a certain area, like office, university etc.
To develop normal website you need to know some languages. Basically HTML (Hyper text markup language), CSS, Php, JavaScript (Ajax, JQuery), Photoshop (design) etc. You can also use asp for develop websites.
